Legislative activist Gene Stilp has filed a formal ethics complaint with the State Ethics Commission on the matter.

"The governor is not above any other citizen in the Commonwealth," Mr. Stilp said Thursday, after filing a copy of his complaint.

Mr. Stilp, a well-known Harrisburg activist, has previously run for Congress and filed a number of lawsuits, most notably one challenging the 2005 legislative pay raise.
