New city budget link

We had some fun earlier in regards to the 2011 budget pdf on the city's website, but God knows we've had our own issues over here at Early Returns too -- just Tuesday we were down much of the day.

So we're happy to say the bug is fixed and the budget is up on the city's site (in a newer, spiffier version than before). Thanks to mayoral spokeswoman Joanna Doven and city webmaster David Passmore for reaching out on the issue.
