Manchin making waves

Joe Manchin keeps running to the right of his party. From Mike Allen's Playbook at Politico today:

FIRST LOOK -- MANCHIN GOES ROGUE, PART DEUX: Freshman Sen. Joe Manchin (D-W.Va.), who caused a stir earlier this month by asserting in his maiden floor speech that Obama has “failed to lead” in budget negotiations, today that he will not vote to raise the debt ceiling unless his vote is tied to a plan to fix the budget deficit for future generations. He’s kicking off a weeklong tour of the state, “Our Values, Our Priorities,” with a 10 a.m. speech to students at the University of Charleston. Manchin will outline the values and priorities that will guide him in the upcoming budget talks.
