WVa-1 still a tossup

WVa's 1st District remains very very close, despite Joe Manchin's coattails (he's from the northern tier of the state, and represented it in the state Senate).

With 95% of the vote in, Dem Mike Oliverio and Republican David McKinley are still deadlocked 50-50, but Oliverio leads by 500 votes.

Check that: with 98%, McKinley is up by 1,175.
