Politico's Ben Smith reports from the National Governors Association meeting in Boston that West Virginia Gov. Joe Manchin will announce his Senate intentions Monday in Charleston, W.Va. and that he's "highly likely" to run for Robert C. Byrd's vacant seat.

Manchin indicated that the only remaining obstacles left were “procedural” matters regarding who would become governor were he to vacate the position.

“I want to make sure there’s an orderly flow,” he said following the opening press conference here at the National Governor’s Association conference.
