Kelly's "contract" with PA3

After the jump we have the 10-plank "contract" 3rd District Republican candidate Mike Kelly is signing at campaign stops around NW Pa today.

Besides the no-new-tax pledge repeated by many GOPers these days, it's notable for repeating criticisms (heard often on the trail) that Erie Democrat Kathy Dahlkemper doesn't get into the district's hinterlands (such as Kelly's Butler home base) enough:

Kelly Contract with the 3rd Congressional District

If elected, I, Mike Kelly, pledge to:

1. Oppose any legislation that increases taxes

2. Oppose any legislation that increases deficit spending

3. Introduce legislation that requires zero-growth budgets with the exception of times of national security

4. Introduce legislation allowing a line-item veto

5. Introduce legislation requiring Congress to pass binding budget resolutions before recessing in October

6. Introduce legislation to ban lame-duck sessions of Congress

7. Operate at least three full-time district offices

8. Voluntarily post office expenses on-line every month

9. Introduce legislation requiring Members of Congress post office expenses on-line every month

10.  Hold regular town hall meetings with constituents during August recesses
